Leads the District’s planning efforts on the emergency services, security services, and business continuity programs• Supports and facilitates District-wide emergency preparedness, response, and operations activities and program development and implementation• Manages and evaluates design and implementation of emergency management plans execution and administration with a comprehensive approach to protect District employees, assets, and operations; plans include but are not limited to Emergency Response Plan, Business Continuity Plan, Dam Emergency Action Plans, Local Hazard Mitigation Plan• Oversees various analyses on District operations, including but not limited to, business impact analysis, risk and resiliency analysis, vulnerability assessment, hazard analysis• Oversees the development and implementation of training exercises for all levels at the District of emergency management plans to ensure compliance with local, state, and federal requirements• Evaluates the effectiveness of the emergency and security policies, procedures, practices, programs, and functions; coordinates District security projects with assigned staff and consultants with respect to the safety and security of District facilities• Acts as a liaison internally with District staff as well as with other emergency management agency partners to reach emergency management outcomes and goals• Facilitates and coordinates city, county, state, and federal emergency response and recovery activities; coordinates mutual aid and assistance with government entities as well as public agency partners via agreements• Represents Operations department on District’s Safety Committee• Manages & provides budget analysis, invoice processing, and annual budget reporting for department; manages contract agreements & tracks professional services budget to follow procurement & contracting requirements
