About Carolina Brea

Highly qualified international development program specialist with over 15 years of experience at PADF working with civil society organizations across Latin America and the Caribbean. At PADF she oversees USG project implementation in countries with difficult operating contexts by using her in-depth knowledge of the regional political and economic landscape, program management skills and multi-thematic expertise to develop innovative solutions to some of the most complex problems that the region faces, such as democratic backsliding, widespread human rights violations, inequality, migration, lack of economic opportunities and food insecurity. In 2015 she launched PADF’s migration programming which currently spans 11 countries across Latin America and the Caribbean and focuses on increasing access to protection mechanisms, providing life-saving humanitarian assistance and increasing social and economic integration. Ms. Brea spent eight years leading PADF program implementation in Latin America before taking a regional position in Washington, DC, where she is currently based. Prior to joining PADF she worked in the private sector in Caracas, Venezuela. She holds a M.S. in Global Politics from the London School of Economics and Political Science, a Specialization in International Business from the Metropolitan University, and a B.S. in Material Science and Engineering from the Simon Bolivar University.
