PhD environmental economist with over 25 years of experience leading high-quality research and program evaluation and managing natural resource valuation for litigation, which have achieved real-world environmental results;• Areas of expertise include: food, resource recovery and the environment; climate-smart agriculture and forestry; resource and environmental policy design; environmental markets; ecosystem services valuation for land and marine environments; enforcement and compliance. Selected accomplishments include:• Revitalized priority research strategic planning and implementation for 100-person research unit to focus on producing and communicating high quality research to inform near-term policy debates; research output doubled, several reports won prestigious awards, and research influenced design of U.S. conservation, environmental quality, R&D, and rural development and health policies. • Led development and negotiation of resource valuation component for coastal and marine trust resources in 36 joint federal, state and tribal natural resource damage cases with recoveries of over $190 million, in addition to the Exxon Valdez $1 billion settlement. • Architect of innovative restoration-based regulatory framework for valuing ecosystem services in natural resource damage claims for oil spills, which addressed controversies over economic valuation of damages; the restoration-based framework has been widely adopted by federal, state and tribal natural resource trustee programs.
