Carmen is a pharmacy leader with a strong track record of optimizing clinical services, improving operational efficiency, and advancing patient-centered care across health systems.She currently serves as the Pharmacy Manager at Ascension St. Elizabeth Hospital, providing strategic and operational oversight for a team of ~40 pharmacists and technicians. Carmen leads initiatives to streamline central and clinical pharmacy workflows, align services with system-wide goals, and manage departmental budgeting with a focus on pharmacoeconomics and cost-containment. She also ensures full compliance with federal and state regulations, including 340B program oversight in both DSH and CAH settings. Notable accomplishments include implementing a virtual inventory system, supporting a technician-led medication history program, developing technician leadership pathways, and launching a multidisciplinary mock code curriculum to strengthen clinical readiness and patient safety.Previously, Carmen served as 340B Pharmacy Manager at ThedaCare, where she earned Apexus Certified Expert (ACE) status and led the strategic growth of the 340B program. She achieved sustained savings growth, transitioned a covered entity from RRC to DSH status, integrated a new 340B-eligible retail pharmacy, and partnered with finance and community health to reinvest savings into patient access and charity care. She also developed a technician certification curriculum to support workforce advancement.Earlier at ThedaCare, Carmen was System Clinical Pharmacy Coordinator, leading key initiatives in formulary management, biosimilar conversions (saving $8M+ in the first year), and cost-containment strategies (yielding $13M+). She chaired the System P&T and Formulary Committees and led outpatient infusion optimization, COVID-19 treatment pathway development, and clinical education efforts. She also founded a Pharmacy Lecture Series and created DEI and well-being programming for pharmacy staff and learners.Carmen earned her PharmD from Creighton University, completed a PGY1 at UMass Memorial, and a PGY2 in Health System Pharmacy Administration and Leadership (HSPAL) at Indiana University Health.Her early career highlights include helping launch Massachusetts’ first COVID-19 field hospital and supporting the vaccination of over Hoosiers at the Indianapolis Motor Speedway.Carmen’s mission is to inspire and develop future pharmacy leaders while driving innovation, collaboration, and excellence in patient care.
