ABOUT CARLOS AGUIAR

Results-driven energy professional with expertise in renewable energy procurement, energy policy, and sustainable urban development. With a Ph.D. in Sustainable Energy from Arizona State University, my research has focused on energy innovation systems, grid decarbonization, and emerging technologies such as solar, wind, energy storage, and green hydrogen.Currently, as the City Energy Manager at the Office of Sustainability, City of Phoenix, I lead renewable energy procurement and energy management strategies to help the city achieve its 100% clean energy goals. I manage the city’s $40M+ energy portfolio, overseeing 4,269 municipal accounts, and developing utility-scale PPAs, VPPAs, and corporate clean energy procurement agreements. My work includes regulatory engagement, financial modeling, and policy development to expand grid-integrated renewable energy solutions and improve clean energy access.I also spearheaded Phoenix’s first Energy Access Plan, set to impact low-income households by enhancing affordability and access to sustainable energy. Additionally, I serve on SRP’s Integrated System Plan Advisory Group, influencing a roadmap that includes of new renewables and 1,500MW of energy storage.Previously, as Development Director at the Energy Commission of the State of Sonora, Mexico, I supported securing $600M+ in funding and facilitated the development of 630MW of utility-scale solar projects. I played a key role in structuring large-scale PPAs, advising on Mexico’s energy market reforms, and shaping clean energy policy.Beyond my professional roles, I am passionate about energy research, mentorship, and cross-border collaboration. I have published research on energy transitions, innovation systems, and policy frameworks and have been recognized through fellowships and grants, including the U.S. Department of Energy’s Clean Energy to Communities Program.Fluent in English and Spanish, I thrive in cross-cultural environments and bring a strong analytical mindset to problem-solving in the energy sector.
