Carl is a senior federal law enforcement official and former diplomat, currently serving as a Division Chief to Homeland Security Investigations (HSI) National Security Division.Carl held key leadership positions with HSI, most recently serving as a Deputy Chief of Staff to the Office of the Director. Previous roles include Supervisory Special Agent (SSA) and Acting Assistant Special Agent in Charge (ASAC) for the Cyber and Financial Crimes Division in Philadelphia, where he oversaw complex, high-impact investigations targeting cyber-enabled fraud, financial crimes, and transnational criminal networks. He also served as a Senior Liaison Officer to the Department of Defense and Intelligence Community on national security matters.Carl’s international experience includes his tenure as Assistant Attaché at the U.S. Consulate General in Frankfurt am Main, Germany, where he led multinational investigations addressing human trafficking, labor exploitation, money laundering, and other transnational offenses. He has also completed temporary diplomatic assignments at the U.S. Embassy in Nairobi, Kenya, and at the European Union Agency for Law Enforcement Cooperation (Europol) in The Hague, Netherlands.
