ABOUT CARINA V. LIEU

Ms. Carina V. Lieu (she/they) is returning to the City of Oakland as the Inclusive Community Engagement Officer. Previously, she managed the Homeless Management Information System database for the Alameda County Coordinated Entry program and Youth Homelessness Demonstration Project. Prior to that, Ms. Lieu directed the Oakland Youth Commission (OYC) and worked on projects such as amending the municipal code to OYC’s quorum and name, Reimagining Public Safety, youth vote, youth homelessness, strategic planning, communications, and budget advocacy, amplifying youth civic engagement and building coalitions. In addition, Ms. Lieu has taught biology and career technical education classrooms in San Francisco and Oakland. Trained as a teen in the late 90’s to build capacity among students of color in East Bay Area high schools, Ms. Lieu is first and foremost a community organizer. She holds a master’s degree in Urban Planning from University of Southern California and a Bachelor of Arts from Cal in Ethnic Studies. Carina has native fluency in Cantonese and Vietnamese. Ms. Lieu is a member of the Metropolitan Transportation Commission Policy Advisory Council and formerly served on the Oakland Housing, Residential Rent and Relocation Board. She is also active with the Oakland Chinatown Coalition, Oakland Voices, Urban Habitat’s Boards & Commissions Leadership Institute, and the CTE TAY Hub at 1025 Second Avenue Coalition. She was formerly a co-convener of the Rice and Beans cooperative. An Oakland native and resident, Ms. Lieu enjoys breaking from her comfort zone, trying new foods, listening to podcasts, reading (when there’s time), nature walks, organizing events with friends, and spending time with family. Her superpowers are listening & bringing people together.
