With 25 years of experience in affordable housing, Candice Horton serves as a Senior Vice President at CVR Associates, a leading strategic and operational consulting firm for PHAs and a prime contractor for HUD.Candice provides strategic consulting and operational support to housing authorities nationwide. She identifies systemic gaps and performance risks, aligning actionable recommendations with scalable solutions that strengthen compliance and operational effectiveness. With deep expertise in SEMAP, HCV regulations, MTW flexibility, HUD systems, and housing authority operations, she is recognized for translating complex regulatory frameworks into clear, executable strategies that drive measurable performance improvement and large-scale organizational change through technical assistance, policy innovation, and staff development. Her program management leadership was most recently demonstrated through the management of 100+ staff and the oversight of over Housing Choice Vouchers, participating landlords, and $240 million in annual HAP and incentives as part of CVR’s engagement with the Chicago Housing Authority.Candice oversees CVR’s HUD Community Compass Technical Assistance awards across several housing programs. In this role, she partners with HUD and Public Housing Authorities to strengthen organizational capacity, modernize administrative processes, and build sustainable operational infrastructure. Her work focuses on advancing compliance, performance outcomes, and long-term program stability through targeted technical assistance and strategic capacity-building initiatives.She leads CVR’s Content Management team, ensuring the delivery of high-impact communications, training programs, and eLearning solutions that support both internal teams and external stakeholders. In addition, Candice serves as the operational liaison to CVR’s software development team, translating program insight into technology-enabled solutions that improve efficiency, expand performance visibility, and enhance customer service delivery.
