As a member of the Executive Team of the Philadelphia Water Department, is responsible for providing leadership in developing and executing human resource strategies in support of the overall strategic direction of the utility, specifically in the areas of employee relations, workforce development, recruitment, HR compliance, change management, performance management, training and development, compensation, and strategic staffing. Collaborates with the Executive Team and other leadership to implement programs, establish policy and develop initiatives to support department-wide strategic objectives. Aligns human resources initiatives and resources to deliver against business strategies and operational plans. Establishes and maintains collaborative relationships with HR leaders in other agencies. Consults with City leaders to support city-wide committees and the implementation of City HR policies. Builds on the organization’s commitment to diversity, equity, and inclusion, translates employee and organizational needs into HR approaches that are impactful, relevant, and add value; drives operational excellence throughout the utility with a focus on moving the organization forward by leveraging HR data to inform leadership decisions; directs administrative operations.
