Plan, direct and administer fire suppression and EMS programs of the City; develop city and fire department policy into action plans and strategies; develop and/or approve changes in fire ordinances and codes. Direct fire code enforcement programs and practices; determine essential resources needed to achieve program objectives and allocated resources to various phases of department operations.Develop organizational structures including lines of authority, responsibility and communication in order to carry out policies and goals for city; revise organizational structure as required.Supervises and coordinates the preparation and presentation of an annual budget for the department; directs the implementation of department budget; identifies expectant cost for each project and indicates items needed for purchase during the next year; authorizes purchases and payments; monitors fiscal activity to assure conformance to established budgets; directs the analysis of department records. Seeks and applies for alternative funding through grants and other financial programs targeting fire prevention and safety; administers funds and programs to conform to grant requirements.Exercises supervision over department personnel; establishes policies, rules and regulations as deemed necessary and expedient for the department; assigns and evaluates work; participates in the planning and implementation of fire drills; conducts department meetings; updates and informs personnel of new policy and procedure changes.Initiates and works closely with the human resources department on personnel actions such as recruitment, selection, promotion, transfer and discipline in order to maintain an effective workforce; conductions selection interviews; ensures performance evaluations are completed regularly on all department personnel; determines and establishes performance standards.
