Develop HR related standard operating procedures. •Participate in the agency’s Strategic Planning sessions for the establishment or modification of agency goals and objectives; participate in the short term and long-term planning process. •Manage all agency HR personnel functions to ensure compliance with all Federal and Maryland State laws and COMAR. •Develop and perform recruitment and selection procedures for all positions and ensures that they are following all State and Federal laws and regulations. •Process all HR and benefits transactions in Workday. •Coordinate Worker’s Compensation claims. •Serves as the sole agency retirement coordinator. •Review and analyze all classifications, compensation, retirement, and resignation actions, provide guidance to executive staff by interpreting policy and procedures and by evaluating the effectiveness of all personnel actions to meet the goals and objectives of the agency. •Investigate, mediate, and defuse difficult employee situations by providing counsel and recommendations for resolutions which avoid taking disciplinary actions and/or grievance procedures. •Make recommendations to the Director in all aspects of Employer/Employee relations such as disciplinary actions, suspension and /or termination, demotions, etc. •Maintain Worker’s Compensation records and statistics, process all accident leave requests and complete the First Report of Injury forms for all work-related injuries. •Compile, prepare and submit the annual OSHA report to the U.S. Department of Labor as required by law. •Counsel and make recommendations to staff on the appropriate types of leave to use or that are available to them – FMLA, accident leave, military leave, leave of absence,etc.
