Caleb J. Hays serves as Chief Counsel & Principal for Section 4 Strategies, an election law firm headquartered in Alexandria, Virginia, with additional offices in Kansas City and New York. As part of his practice, Caleb is Chief Policy Counsel for the Center for Election Confidence, Special Counsel for Elections for the Republican National Lawyers Association, and outside general counsel to Congressional Management Foundation.In 2025, he was awarded the Dr. Kenneth K. Bateman Outstanding Alumni Award by Pittsburg State University.In 2024, Caleb served as NRCC National Election Integrity Counsel.In the 116th-118th Congresses, Caleb was senior staff for the Committee on House Administration, a Leadership committee with jurisdiction over federal elections and House operations and where he directed the GOP Conference’s election policy conversation. Most recently, Caleb served as General Counsel & Deputy Staff Director, managing the legal team, as Staff Director for the Elections Subcommittee, and as Parliamentarian.In 2020, Caleb was named an Outstanding Alumnus by William & Mary Election Law Society. Previously, Caleb was an Associate at Holtzman Vogel, counseling campaigns, parties, and non-profit groups.Caleb served as Associate Counsel to NRCC in the 2018 cycle and as full-time law clerk in the 2016 cycle, advising the national party committee, Members, and candidates on matters of election law, election day operations, campaign finance, House Ethics, corporate law, and intellectual property. Before law school, Caleb served in various capacities for former House Conference Vice-Chair Lynn Jenkins, including as Political Director during her 2014 campaign and on her official staff. Previously, he was a Kansas Republican Party Executive Committee member and worked in various roles for Republican candidates for state and federal office in Kansas.Caleb received his J.D. from William & Mary Law School, where he was an editor of the William & Mary Business Law Review and a three-year meritorious scholarship recipient, his M.B.A. from The University of Kansas School of Business, where the faculty awarded him the B.L. Trillich Memorial Award for academic work, and his B.A.(cum laude, Dept\'l Academic Honors, Honors College) from Pittsburg (Kan.) State University, where he received a four-year full academic scholarship. He is a member of the Bars of Kansas, Illinois (inactive), New York, North Carolina, and the District of Columbia.Caleb lives in Alexandria, Virginia, with his husband, James, and their yellow Labrador Retriever, Theodore.
