ABOUT BYRON ADKINS
As the Associate Director for Operations within the Office of Agency Services at the Farm Credit Administration, I oversee several administrative services for the agency to include property management, supply services, physical and personnel security, facilities management, emergency preparedness, COOP, and mail service. Prior to join FCA, I served as the Chief Executive Officer of the Interior Business Center (IBC), a federal shared services provider offering assisted acquisition support, accounting and financial management, and human resources and payroll services for the U.S. Department of the Interior and more than 150 different federal agencies. In this role, I was responsible for business strategy, financial performance, and the successful growth of over forty business service lines in the U.S. The Interior Business Center (IBC) is $277M Enterprise that provides Human Resources and Payroll processing services to over 285K federal employees, Acquisition Services, Financial Management Services, and Indirect Cost services to a wide variety of customers.Previously at the U.S. Department of Commerce, I served as Director of Facilities and Environmental Quality and provided executive-level project management experience leading large-scale construction projects through strategic and tactical planning. I have expertise in real property program development, operations and maintenance management, construction administration, business process reengineering, human capital development, workforce planning, communications and outreach, COOP planning, gap analysis, and organizational change management.I am a NAPA Fellow and Presidential Rank Award recipient. I currently serve on the AGA Executive Steering Committee for the NextWave Federal Finance Leadership Program and Vice Chair for the ACT-IAC Partner\'s Program. I am a former member of the Board of Directors for the African American Federal Executive Association (AAFEA) and past President and I previously served as a Board Member of the Virginia Land Conservation Foundation.Specialties: Certified Project Management Professional
