Economic Analysis of Utility-scale battery energy in PJM and CAISO:* Lead: Designed and launched a new project to conduct in-depth analysis of the operations and financials of utility-scale battery energy resources in selected RTOs/ISOs. With the increasing presence of batteries in the generation mix and interconnection queue across RTOs/ISOs, it has become crucial for the Commission to understand the intricate operations and wholesale market revenue associated with utility-scale batteries. This project aims to fill this knowledge gap, complementing the Commission\'s regulatory perspective with valuable data-driven insights into storage resources.*Method: Used statistical programs, such as SAS, R, and SQL, to obtain, compile, organize, and analyze existing and recent entries of utility-scale battery units in PJM and CAISO from FERC’s proprietary wholesale electricity market and economic data – in more detail, including energy output, awards, and revenue settlements for all PJM and CAISO battery units from 2019 to the most recent available data in 2023. These queries enable any analyst to obtain a well-structured dataset for in-depth analysis of battery operations.*Result: Significant contribution was successfully briefing high officials on findings and conclusions of the studies, mostly on a comprehensive summary of the operations and financial economics of utility-scale battery units in PJM. The presentation revealed several noteworthy insights: all PJM batteries currently engage in shallow-cycle operations, participating exclusively in the regulation market since 2022; nearly all PJM batteries have a duration of 2 hours or less, rendering them ineligible for the capacity market; revenue from the regulation market alone can sometimes surpass the typical energy revenue of a combined cycle unit with a high capacity factor. High officials provided compliments to the project by revealing utility-scale battery operations, revenue sources, and projected future.
