Performs a wide variety of human resources, health insurance administration, and employee/labor relations functions for OC employees;Directs the establishment and maintenance of Oneida County Civil Service (OCCS) examination administration for all state and decentralized examinations including eligible list maintenance, announcements, exam monitor recruitment and training, scheduling, and test sites;Trains and direct supervision over Personnel and Health Insurance staff;Prepares vacancy notices and reviews applications;Responds to public inquiries by providing information and answering Personnel, Health Insurance, and Civil Service questions;Analyzes, develops and revises job specifications from data obtained by questionnaire, interview and/or audit;Plans, organizes, develops, directs and evaluates programs carried out by subordinate staff to assist in the administration of CS law, rules and regulations where such programs include position classification, and consultations with civil divisions under OCCS jurisdiction;Assists the Commissioner in preparing and submitting the annual reports to New York State Civil Service Commission and to the Board of Legislators; Administer tests and review test scores for State and locally administered examinations and performance tests;Attends conferences, seminars and meetings concerned with civil service related duties and activities, and to promote efficient public personnel administration;Administer and/or verify payroll entries;Oversees OC schools, towns, villages, and special districts Civil Service transactions (appointments, payroll certification, leaves, separations);Maintains pubic relations within in the colleges, schools, and/or community with marketing, social media, presentations, trainings for Civil Service, and career/job fairs. Serves on the OC Wellness team as a team leader to help administer wellness programs for the employees.
