As the founder of BookZurman (BZ) and CareNexus®, I help healthcare organizations meet today’s most pressing interoperability mandates through real-world implementation of HL7® FHIR® standards, regulatory compliance, and enterprise health IT architecture. I specialize in making national policy operational—bridging standards development with executable technology strategies.BookZurman, a Service-Disabled Veteran-Owned Small Business (SDVOSB), has supported the U.S. Department of Veterans Affairs (VA) and CMS for over a decade—advising on, mapping, and implementing HL7®, FHIR®, BPM+, and other standards across clinical, financial, and administrative domains. Our contributions have helped shape the VA’s national Interoperability Strategy, the i-VA Blueprint, and standards-based solutions such as the COVID-19 Patient Manager, Military Service History FHIR APIs, and PsychTools SMART on FHIR app.We’ve worked at the intersection of industry and government to support the CMS Interoperability and Prior Authorization Final Rule, translating policy into usable specifications and helping EHR vendors and payers meet compliance deadlines. Our team is embedded in projects aligned with HL7 Accelerators like Da Vinci, CARIN, and Gravity, and we ensure all our solutions align with ONC regulatory priorities and real-world clinical workflows.Now through CareNexus®, I bring this expertise to commercial and provider clients—offering FHIR readiness assessments, API implementation support, and strategic guidance on CMS mandates, data exchange frameworks (e.g, TEFCA), and payer-provider interoperability.With a background as a Gulf War U.S. Army veteran, I remain deeply committed to veteran health, clinical equity, and ensuring standards-based interoperability results in meaningful patient outcomes—not just compliance checkboxes.
