    Mr. Campbell concentrates his practice in employee benefits/ERISA advice, specializing in ERISA Title I issues, including fiduciary conduct and prohibited transactions. He also serves as an expert witness in ERISA litigation. Mr. Campbell has been listed as one of the 100 Most Influential Persons in Defined Contribution by 401kWire, and as one of the Top 15 ERISA attorneys by the National Association of Plan Advisors online magazine.The former Assistant Secretary of Labor for Employee Benefits and head of the Employee Benefits Security Administration, Mr. Campbell was ERISA\'s \"top cop\" and primary federal regulator. He counsels financial service providers and plan sponsors in ERISA compliance. Recent work for clients included assisting in the development of a collective investment trust, developing a fiduciary training program for use by clients of a large investment company, securing individual exemptions from the prohibited transaction rules, resolving DOL and IRS investigations, and reviewing and modifying service provider and plan disclosure documents for compliance with new regulations. Mr. Campbell also assists clients in analyzing and commenting on regulations and legislation, such as the redefinition of fiduciary investment advice.During his years in government, Mr. Campbell\'s regulatory and policy decisions had a fundamental impact on the structure and operation of ERISA plans. While Assistant Secretary, he: o Issued final regulations establishing Qualified Default Investment Alternatives (QDIAs) to facilitate automatic enrollment in defined contribution plans. o Proposed the original 408(b)(2) service provider and 404(a)(5) participant disclosure regulations. o Issued final regulations requiring enhanced and electronic disclosure of plan expense and fee information on the Form 5500, Schedule C. o Administered an enforcement program resulting in more than $2.6 billion in monetary results and more than 200 criminal indictments.
