Lead the strategy, design and delivery of enterprise learning programs supporting Canadian Armed Forces members and civilian employees, aligning learning outcomes with organizational priorities within a $2M program budget. STRATEGIC LEADERSHIP: Lead and coach a team of four learning professionals through end-to-end learning strategy, curriculum design and implementation, delivering ~30 deliverables informed by organizational needs and adult learning principles across multiple delivery channels. PROGRAM DELIVERY: Direct complex, multi-phase initiatives, setting and enforcing delivery guardrails (dependencies, sequencing, decision thresholds) and coordinating cross-team work to ensure on-time, high-quality outcomes. RISK & EXECUTION LEADERSHIP: Anticipate and mitigate delivery risks related to scope changes, upstream dependencies and compressed timelines, ensuring continuity through key milestones while balancing quality with delivery constraints. STAKEHOLDER LEADERSHIP: Act as a trusted execution lead across cross-functional stakeholder groups (~25 reviewers), facilitating alignment, documenting decisions and enabling shared ownership via clear communication and governance support. QUALITY & FACILITATOR READINESS: Build facilitator capability by designing comprehensive train-the-trainer programs to support the readiness of ~100 facilitators, anchoring delivery in learner outcomes, psychological safety and facilitation quality. EMERGING PRACTICES: Experiment with AI-enabled tools as a design partner to support instructional design workflows, identifying opportunities to improve efficiency and quality while remaining mindful of privacy, ethical considerations, and organizational context.
