Ms. Shepard is a senior-level consultant to UN and other international agencies, foundations, non-profits, and developing country NGOs. For this diverse array of clients in both the USA and internationally, she engages in participatory approaches to design of results frameworks and monitoring and evaluation systems, and has conducted needs assessments, situation analyses, and reviews of current program evidence. She specializes in conducting advocacy-related evaluations, as well as multi-site and portfolio evaluations of social and political change programs, mainly in the areas of adolescent and women’s rights, health and development; sexual and reproductive health and rights; and mainstreaming of gender equality. human rights, and social justice issues. She is fluent in English, Spanish, and Portuguese. Recent clients include EMpower - the Emerging Markets Foundation, American Jewish World Service, The Building Bridges Program of the Doris Duke Foundation for Islamic Art, Institute for Social Policy and Understanding, Public Health Institute of Western Massachusetts, UN Women, and UNFPA (headquarters and India).
