Enforce Section 404 of the Clean Water Act (CWA) by conducting inspections, investigations, and regulatory assessments of wetlands and streams to ensure compliance with federal regulations-Perform jurisdictional determinations (Waters of the U.S. analyses) and wetland delineations using the 1987 U.S. Army Corps of Engineers Wetland Delineation Manual and Regional Supplements to assess aquatic resource boundaries and regulatory status-Conduct field inspections of impacted water bodies and regulated facilities, collecting evidence to support technical and legal enforcement actions against unauthorized discharges of dredged or fill material-Develop technical reports, enforcement case materials, and legal documentation, ensuring alignment with EPA policies and federal environmental laws-Review, evaluate, and approve wetland restoration and mitigation plans as part of enforcement settlements, ensuring compliance with EPA policies, Section 404 permit requirements, and ecological restoration best practices-Provide technical expertise on analytical methods, sampling protocols, and regulatory frameworks related to wetland protection, restoration, and compliance enforcement-Recommend and implement enforcement actions based on inspection findings in accordance with EPA enforcement policies, collaborating with legal counsel and regulatory partners-Serve as a liaison to federal, state, tribal, and local agencies, providing regulatory guidance on EPA laws, permitting processes, compliance requirements, and restoration standards-Conduct compliance assistance efforts, educating stakeholders on Section 404 permitting requirements, enforcement procedures, and wetland restoration strategies.
