Leading the new J6K (Knowledge Advantage) Dept. at DTRA to accelerate AI adoption across the agency in support of DTRA\'s mission to deter strategic attacks against the United States and its allies; prevent reduce, and counter Weapons of Mass Destruction (WMD) and emerging threats; and prevail against WMD-armed adversaries in crisis and conflict. This includes the development of AI-enabled mission and business applications; supporting AI/data tools and infrastructure; trustworthy and responsible AI assurance and governance activities; knowledge management automation; digital literacy for the workforce; and technology insertion from research and mission partners. Prior to this role, was responsible at DTRA for developing AI technologies to enable operators to have better situational awareness and understanding of the online information environment. That work include requirements capture, oversight of prototype development, and joint experiments with S&T partners such as DARPA.

I have strengths in analysis, creativity, and leadership along with extensive experience in AI and applied, advanced research will significantly contribute to an organization’s ability to harness emerging technologies. I have over 25 years\' experience in delivering interdisciplinary solutions to unique, hard (\"wicked\") problems with dynamic requirements and diverse stakeholders. I currently hold a security clearance.As an AI technologist at the Defense Threat Reduction Agency, I have been experimenting with how AI can better enable DTRA\'s key mission of countering weapons of mass destruction and related threats, including how DTRA can better compete with US adversaries in both the physical and information environments for deterrence. The current AI wave is bearing fruit, but many challenges remain in effectively applying these technologies.As a Program Manager at DARPA, I designed a portfolio of multiple research programs to address the needs of multiple, interagency stakeholders for a new thrust in being more competitive with our adversaries in the information environment. Worked with academic and university researchers to identify and combine emerging research in AI and related disciplines (e.g, social science, marketing, entertainment); solicited and evaluated technical proposals; and oversaw program contracting and execution of several dozen contractors. Developed novel, AI-based capabilities for mapping of the dynamic online/offline information environment. Transitioned initial tools to Dept. of Defense, other U.S. government, and commercial stakeholders.Prior to DARPA, I worked on variety of challenging applications for national security including joint all-domain command and control, knowledge management for intelligence analysis, modeling of socio-technical systems (megacities, etc.), forecasting of nation state stability, and others as Principal Investigator at Lockheed Martin Advanced Technology Labs (LM ATL) and ISX Corporation for DARPA, IARPA, and AFRL. This included concept development, proposal writing, managing interdisciplinary research teams, and coordinating closely with government customers and operational stakeholders. Prior to government work, I obtained my PhD from the University of Maryland College Park in Computer Science (AI) and worked as a software engineer for IBM and Digital Equipment Corporation (DEC). My interests include AI (including machine learning, knowledge representation, reasoning and planning, natural language processing), human-machine interaction, computational social science, and cognitive science.
