About Bill Lopez

I am currently working as a Senior Consultant for Avery Associates, a management consulting firm based in Los Gatos, California. Avery provides executive search, interim appointments, and other human resources, risk management, and labor relations services. Prior to my start with Avery in 2016, I retired as the Chief Administrative Officer for the Santa Clara Valley Transportation Authority (VTA; 2100 employees). As CAO I served as an executive manager over administrative departments including Human Resources, Labor Relations, Risk Management/Safety, Technology, and Procurement. I also personally conducted special investigations and sensitive negotiations on behalf of the General Manager or Board of Directors. I served as lead negotiator for collective bargaining agreements, for personal employment contracts, and for a variety of vendor and professional services contracts. I served in earlier management positions, primarily with the City of San Diego, which include Director of Risk Management/Safety, Deputy Director of Wastewater Operations & Maintenance, Labor Relations Officer, and Supervising Personnel Analyst. I also served in various Analyst jobs, and as a Deputy Probation Officer for the County of San Diego. I graduated from San Diego State University. With both the VTA and City of San Diego, I served as a trustee and fiduciary over defined benefit and defined contribution pension and savings programs.
