ABOUT BILL DAVIS

I recently (April 2025) completed my tenure at Richland County as Director of Utilities to return to KCI as Technical Lead/Sr. Project Manager in our Water and Wastewater group. I am also serving as the WEF Past Speaker of the House!I started working in the Civil Site Development and Water Industry in 1988 and I have been a Project Manager since 1997. I have put together dozens Civil Site, Water, and Wastewater related projects from conception/proposal stage through permitting, design, and construction during that timeframe. I was the Director of the City of Columbia\'s Clean Water 2020 Consent Decree Program ($750 million implementation budget estimate). While at CDM Smith, I worked with FEMA in South Carolina in 11 communities in 2015 and the greater Baton Rouge, LA area in 2016 to do and substantial damage estimates, respectively, in response to flood disasters. In 2016 I became the Program Manager for SCDHEC\'s Dam Safety Group while employed at CDM Smith. Our team provided extension of staff to support their full time staff, performed dam inspections, and developed 650 inundation maps. I also have public and private site development planning and related project engineering experience which includes many public-school renovations and new developments throughout South Carolina. I was the Columbia Office Manager, a Team Leader, and Corporate QA/QC Manager for Weston & Sampson Engineers, a 700 plus employee engineering firm. Served as regional office manager for Hulsey McCormick & Wallace who was acquired by KCI on June 26, 2020. I left KCI in August of 2020 to take on a challenging role for Richland County SC as the Director of Utilities. In 5 years (August 2020 to April 2025) I orchestrated some major changes and improvements to the county water and sewer systems, most notably, the development of a robust Hydraulic Model and creation of a Capacity Assurance Program (CAP) which ensured regulatory compliance and accurate capacity analysis.Specialties: FEMA SDE, Utilities, Industrial Pretreatment, Program Management, Pump Stations, Water and Wastewater Treatment Plant Design, Planning, and Collection and Distribution.
