Since July 2023 I have been consulting as senior Technical Advisor to the Pan American Development Foundation (PADF) and the Organization of American States (OAS) on the Haiti Community Support Initiative (Anti-Gang and Crime/Violence Prevention). Funded by the Bureau of International Narcotics and Law Affairs (INL) of the U.S. Department of State in Haiti, this is a neighborhood-based citizen security gang reduction initiative working through community policing, capacity building and youth work force development approaches. Previous to my current assignment, since November 2022: I developed a Community Policing Manual for Neighborhood and Community Organizations for the Caribbean Institute for Sustainable Development; assisted Integrity Global to launch its 9-country international interagency evaluation program for the US Government’s Global Fragility Strategy; and served as Subject Matter Expert on the governance and economic impacts of the ASF epidemic in Haiti for a major PBS documentary.

ABOUT BERTRAND LAURENT
Bertrand Laurent is an expert in Governance. He has designed and led long and short-term programs as Chief of Party and Team Leader in democracy and governance, citizen security, education, youth workforce, and rural sustainable economic development funded by the World Bank, USAID, the US Dept of Education and the US Department of State. His short-term evaluations and assessments have included work in youth, crime, justice and workforce sectors in Haiti, Jamaica, and the Eastern/Southern Caribbean Region. His long-term assignments have included work in national crime policy, economic development, education and governance in Haiti, Jamaica and 20 African countries including Mali, Madagascar, Senegal. Laurent has successfully led single- and multi-country community safety and security and crime reduction programs for USAID-Jamaica, USAID-Latin America/Caribbean Bureau, the Caribbean Basin Security Initiative, and US Department of State/INL. His record of success also includes providing technical support for national and regional security policy design; victimization and crime threat assessments; institutional strengthening for civil society organizations; and negotiating high-impact public-private partnerships. Laurent has also designed and facilitated international conferences and training programs in regional security, advocacy, conflict assessment, institutional capacity building, and work force development.
