About Debajyoti Bhattacharya

Public Health professional with over 14 years of experience in Health System Strengthening, Quality Assurance, Community Processes, and Comprehensive Primary Health Care (CP-CPHC) under the National Health Mission (NHM). I have worked extensively across government systems and leading development partners, including PATH and CARE India, driving reforms in primary healthcare delivery and quality improvement. Currently, I am serving as Lead Consultant, Child Health Division at the Ministry of Health & Family Welfare, Government of India, providing technical support for strengthening national child health programmes. Previously, I worked as a Senior Consultant -CPHC at the National Health Systems Resource Centre (NHSRC), where I supported the strengthening of Community Processes and Comprehensive Primary Healthcare across states. My experience also includes serving as Senior Consultant – Public Health with CHRI-PATH, supporting the Punjab Development Commission (PDC) and state health authorities to advance primary healthcare reforms. Earlier, as Quality Assurance Specialist with the USAID-led PSI Samagra project in Odisha, I provided technical assistance for quality improvement initiatives across multiple levels of care, covering District Hospitals, Medical Colleges, Urban Primary Health Centres, Community Health Centres, Primary Health Centres, and Ayushman Arogya Mandirs. This included facilitating NQAS, LaQshya, and CLMC certification processes. I also contributed for over a decade to NHM Tripura in leadership roles such as District Nodal Officer (QA, ASHA & RBSK) and Program Officer (Immunization), successfully leading LaQshya certification for two District Hospitals and NQAS certification for six PHCs. My work has consistently focused on capacity building, programme implementation, quality assurance, and guiding health facilities through national certification frameworks. Academically, I hold a Master of Public Health (MPH) from JIPMER, Puducherry, and a Post Graduate Diploma in Healthcare Quality Management (PGDHQM) from TISS, Mumbai. Empanelled as an External Assessor for National Quality Assurance Standards (NQAS) under NHSRC, MoHFW, GoI, with hands-on experience of conducting 60+ National assessments across multiple levels of healthcare facilities, including 2 District Hospitals, 1 Sub-District Hospital, 2 CHCs, 15 PHCs, 3 UPHCs, and 38 AAM-SCs.

   Project: Technical Assistance for MNH Outcomes in Assam (Funded by Gates Foundation)A strategic partnership between the Government of Assam and the Gates Foundation, with Gauhati Medical College as the nodal agency, to strengthen Maternal and Newborn Health outcomes across the state. The initiative delivers targeted technical assistance through a hub-and-spoke model, led by a State PMU and supported by District Nodal Consultants, with focused interventions in high-burden districts to drive measurable improvements in MNH outcomes.
