Partner with executives, managers, and human resources professionals from City departments to resolve complex and multi-dimensional human resources issues.• Serve as the main Human Resources consultant for several major departments, providing authoritative guidance on interpretation of MOUs, city human resources policies, civil service rules, and state and federal laws and regulations.• Conduct investigations of EEO complaints, whistleblower reports and allegations of employee misconduct, write investigative reports, and recommend disciplinary or corrective action. Serve as Skelly officer to review and make recommendations on proposed disciplinary actions from other departments.• Support citywide Diversity, Equity and Inclusion programs by conducting data-driven review of hiring processes, disciplinary actions and separations to identify disparate impacts and potential bias; developing citywide training resources for de-identified hiring processes; and working with departments to develop racial and social equity action plans.• Coach and advise managers on performance management and employee development, draft and implement performance improvement plans, and recommend and implement probationary, disciplinary and performance-based separations.• Support change management strategies by drafting policy memos on changes to federal, state, and local laws and regulations, engaging key stakeholders in targeted information sharing and Q and A sessions, and providing trainings on changes to managers and human resources personnel.
