ABOUT BEN ADAPON

I work at the intersection of climate risk, infrastructure planning, and investment decision-making, helping asset-intensive institutions translate climate commitments into credible long-term investment choices across Europe and emerging markets.I am a Senior Climate Consultant at Mott MacDonald within the climate change advisory business. My current focus is water-sector decarbonisation in Europe, where I support whole-life carbon planning, PAS 2080 implementation, and the integration of carbon data, cost estimation, and digital tools into major regulated investment programmes. This work supports utilities and regulators in embedding carbon and climate risk into capital planning for long-lived assets, turning policy ambition into investment-ready strategies.Previously, I managed regional infrastructure portfolios under the UK government’s Green Cities and Infrastructure Programme across Africa and Southeast Asia. I was responsible for portfolio performance support, risk oversight, and delivery governance. This role required close engagement with the conditions that determine whether infrastructure plans are credible to investors in climate-vulnerable markets.Earlier in my career, I worked with EY’s Government and Public Sector team on policy analysis, infrastructure feasibility, and investment planning for donor-funded programmes. Across roles, my work has consistently sat between policy objectives and the practical constraints that influence infrastructure investment decisions, including regulation, affordability, risk transfer, and delivery capacity.Alongside my professional role, I am completing a part-time MSc in Environmental Policy and Regulation at the London School of Economics. My coursework covers environmental regulation, economic valuation and appraisal, sustainable enterprise governance, climate economics, and global environmental governance. My dissertation examines how climate commitments are operationalised within investment processes across the infrastructure system, focusing on how mandates, incentives, and risk allocation travel through investment chains and shape capital allocation, intermediary behaviour, and long-term asset outcomes.Originally from the Philippines, I bring a perspective shaped by working in climate-vulnerable contexts where physical risk, affordability, and resilience directly affect infrastructure performance. This informs how I approach climate risk, governance, and investment durability across both emerging and developed markets.
