About Brian S. Carter

My current duties at the Texas General Land Office (“GLO”) involve managing real estate assets including state-owned land and minerals owned by the Permanent School Fund (“PSF”), which at over $50 billion is the largest educational endowment in the nation. As a Senior Deputy Director for the GLO, I offer a unique blend of business strategy, financial acumen, and legal advisory that allows me to drive operational efficiencies, advance organizational business goals, and translate complicated real estate and financial nomenclature into pragmatic direction.I began my career as an attorney working for the then-largest Austin-based law firm in the city handling a variety of complex litigation and transactional matters. I subsequently pivoted to working at Simon Property Group, one of the largest REITs (real estate investment trust) in the U.S. where I consistently coordinated with upper management and actively assisted in the formation of a spin-off public company, Washington Prime Group (“WPG”).Throughout my real estate career, I have experienced and resolved a broad range of matters. These involved the complexities of restructuring billions of dollars of secured debt during the depths of the Great Recession to conducting due diligence on potential acquisitions across the nation. I was also a member of a very select team to assess the governance and compliance functions of a spin-off REIT (WPG) prior to its formation. I subsequently joined the GLO and within one year I was promoted to the position of Senior Deputy Director, which involve managing the revenue-generating functions of the agency and overseeing six divisions made up of over 100 employees. I am a key member of the agency’s leadership and work in tandem with Executive staff across key areas of governance, compliance, and effectuating complex transactions. As a fiduciary of the PSF, the overall strategy is to augment the value of the fund which I have done a variety of ways, including the disposition of over $600 million of real estate assets in the agency’s internal investment portfolio and developing a strategic acquisition plan for future investments. Also during my tenure, my program area has set agency revenue records in three of the last four fiscal years with revenues exceeding $1 billion in each of those years. This is due to innovative management and diversifying the revenue streams of the agency, including renewable energy leasing and leasing acreage for offshore carbon sequestration leases.
