About Bart White
Bart is currently a Principal Engineer in Transmission Planning for Duke Energy Florida (DEF). His major responsibilities include performing and overseeing work processes to ensure that Transmission Planning’s long range transmission plans, studies, and assessments are performed in accordance with all applicable Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and Regional planning standards and requirements. Bart has been with Duke Energy (and predecessor companies Progress Energy and Florida Power Corp.) since 1992 in positions of increasing responsibility. In his previous role as Project Leader on the DEF System Planning Director’s leadership team, he took a major role in developing legal strategy and written testimony for RFPs, Rate Cases and need hearings. He also led DEF’s Transmission viewpoint on numerous regulatory issues, including FERC, NERC, SERC, FRCC and FPSC activities. He directed numerous process-related activities, serving as team lead to the Transmission Planners, and led efforts to manage Planning’s business view, participating on committees and providing strategy for the annual business plan. Bart’s prior planning-related roles with DEF include managing Generator Interconnection and Transmission Service queue requests, performance of load flow analysis and stability analysis using PSS/E, calculation of Available Transfer Capability (ATC) and performance of short-circuit studies. Additionally, from May 2002 to August 2005, Bart was the Transmission Maintenance Staff Engineer for DEF’s Coastal Transmission Area, serving as project manager for all projects and managing customer service, safety and outage issues.Bart is a licensed professional engineer in Florida, and currently serves on the FRCC’s Planning Committee, the Regional Projects Subcommittee, and the Transmission Technical Subcommittee. He is also on the SERC Planning Coordination Subcommittee (PLCS), and presently is the Vice-Chair of the SERC Reliability Review Subcommittee (RRS).
