About Barbara Lockwood

Barbara Lockwood is an accomplished leader and strategic thinker with more than two decades of experience in the energy industry. She has extensive experience in regulatory and political strategy, clean energy technology, customer programs, ESG strategy and investment, corporate philanthropy, and stakeholder engagement and negotiations. She currently serves on the Energy Advisory Council for the Bipartisan Policy Center, a limited partner for How Women Invest and a Global Advisor for Women Leaders of the World.Lockwood served as Senior Vice President of Public Policy for Arizona Public Service (APS) until her retirement in 2022 completing 23 years at the company. APS is the principal subsidiary of Pinnacle West Capital Corporation, a Fortune energy holding company based in Phoenix, Arizona with consolidated assets of approximately $23 billion. Lockwood reported directly to the President/Chief Executive Officer for over four years. She also had extensive engagement with the Board of Directors for more than a decade. Lockwood also spent more than a decade in various clean energy and technology role including smart grid technologies, renewable energy development and operations, and customer programs. She has testified before Congress twice, served on advisory boards for national organizations including the National Renewable Energy Laboratory and chaired the State Regulatory Affairs committee for the Edison Electric Institute. Lockwood also has extensive community leadership experience having served on numerous non-profit boards in Arizona including as Board Chair for two organizations, Treasurer for another organization, and is currently serving as Chair of the Nominating and Governance Committee for the Sandra Day O’Connor Institute for American Democracy. She also previously served on the executive committee for the Arizona Chamber of Commerce.She is a summa cum laude graduate of Clemson University with a bachelors degree in Chemical Engineering and highest honors graduate from Georgia Institute of Technology with a masters degree in Environmental Engineering. She also completed the MIT Reactor Technology Course and is a Registered Professional Chemical Engineer in Arizona. She has been recognized by the Edison Electric Institute with the Member Unity Award, Arizona Capital Times as Women Achievers of Arizona and by Arizona Business Magazine as Top 50 Most Influential Women in Arizona.
