Ms. Keating has a proven executive management track record in large program management and sales growth in the telecom, petrochemical, tourism and government sectors. Ms. Keating has a successful performance history supporting government policy initiatives and delivering technology projects across internationally focused US government agencies including The Department of State, The U.S. Agency for International Development,(USAID) The Federal Communications Commission,(FCC) and The Center for Medicaid and Medicare (CMS). Ms. Keating’s efforts have led to over $20 Billion in revenue generation, handling high level trade initiatives and new private sector developments.

   Key Related Professional Highlights: • Fostered the development of 2 African connected undersea fiber optic cables, and multiple metro-area networks, through US government instruments, and working with Minsters from 10 countries.• Designed and implemented the blueprint for the initial establishment of internet in 21 African Countries, focusing on the development of policy innovations, physical infrastructure & training. Trained more than people on using the internet in health, education, and agriculture, and over 200 million users were connected due to this work.• Fostered development of Internet in Uganda & Nigeria, thru the creation of their independent telecom regulatory bodies, and the Telecommunications Law of Nigeria. • Worked with establishing WATRA, ARICIA and TRASA – the regional regulatory advisory bodies covering all regions of Africa, based on the US NARUC model. • Built regional call centers in Ghana, Nigeria, Senegal, South Africa, for the US State Department to make visa appointments, and manage visa applications for the US, and African Governments, managing 1 million contacts per year, for 14 African countries.• Developed a break-through fintech government payment system for transactions simultaneously– accepting global currencies, multiple payment methods. • Since 2008, served in an advisory capacity to every sitting US President on Business in Africa.
