The Low Carbon Hub is a social enterprise whose purpose is to mobilize the population of Oxford City and Oxfordshire County to reduce carbon emissions by 80% by 2050. It does this by working with community groups across the county to develop renewable energy and energy efficiency projects. ResponsibilitiesBarbara is responsible for strategy development, financing and fundraising for the Low Carbon Hub. This involves working with 60 low carbon communities across Oxfordshire to develop renewable energy and energy efficiency projects.Achievements• Securing £2m of UK and EU grant funding to finance the start-up phase of the Low Carbon Hub• Identifying a pipeline of community renewable energy projects worth in excess of £10m to bring forward to investment readiness through an EU grant-funded programme• Piloting a community-led approach to the Green Deal working with communities in the City and County of Oxfordshire

ABOUT BARBARA HAMMOND
Barbara was Low Carbon Economy Director at the South East England Development Agency (SEEDA). Her current roles are Director of the Low Carbon Oxford Programme, a city-wide initiative to reduce emissions; Director of the Low Carbon Hub; and Chair of West Oxford Community Renewables (or WOCoRe). An industrial and provident society, WOCoRe develops community-owned renewable energy projects that, in turn, provide the resources for West Oxford to achieve 80% reductions in carbon emissions by 2050.Previously, Barbara has worked with Sir David King on international science and innovation policy during his time as Government Chief Scientific Advisor, including international climate change influencing and the science and innovation aspects of the Africa Commission. She has also led the Government’s renewable energy programme and contributed to the 2003 Energy White Paper.
