Barbara Coulter is a State and Local Tax Partner at PwC, based in the Atlanta office. Since joining the firm in February 2005, Barbara has brought over 30 years of specialized experience in state and local income and franchise tax matters, serving both public and private companies across a wide array of industries.Her areas of expertise include multi-state corporate restructuring, mergers and acquisitions, state tax controversy, strategic tax planning, income tax refund reviews, compliance, and tax accounting. She has worked extensively across diverse sectors such as industrial products, retail and consumer goods, hospitality, healthcare, financial services, airlines, and transportation. Before joining PwC, Barbara’s earlier experience includes state and local tax roles at Home Depot, United Parcel Service, and Arthur Andersen LLP.A recognized thought leader in her field, Barbara is a frequent speaker on state and local tax issues at professional education forums, including the Paul J. Hartman State and Local Tax Forum (where she serves on the Advisory Board), the Council on State Taxation, and the Tax Executives Institute.Barbara holds a B.S. in Accounting from Bob Jones University and a Master of Taxation degree from Georgia State University. She is a licensed CPA in the state of Georgia and a member of the American Institute of Certified Public Accountants.
