ABOUT BAIBA UBELE

In the past 15 years, I have been operating in the field of procurement and project / contract management within international projects involving activities covering multiple countries and teams. My experience lays in management of complex Railway infrastructure procurement exercises and contracts, as well as Purchasing in Oil, Gas & Energy sector. In my current position as a Purchaser (Operations) in the company Yinson Production AS I\'m responsible for placement and follow up of Purchase Orders until delivery on board, selection and follow up of vendors, supervision of contracts, reporting, communication with stakeholders and other related processes. As a Procurement Manager in the company RB Rail AS, I was responsible for management of procurement exercises, cooperation and support to all departments of the company, participation in procurement committees, development of the procurement documentation (e.g, regulations, contracts, as well as guidance into the drafting of technical specifications, financial proposals), ensuring that the procurement exercises are organized in accordance with applicable policies, guidelines, laws and regulations, evaluation of bids, sanction and exclusion ground screening, negotiations and decision-making process, support in on-going audits and cooperation with the market and stakeholders at different levels. On top of that, I have extensive experience in contract management, document control and quality check, assessment of contract amendments and decision-making process, organizing mini-tendering process within framework agreements and contract signing, change/involvement of new subcontractors and key personnel during the contract implementation, cost control etc.). This all could not be complete without outstanding knowledge and experience in Project Management, i.e, planning and implementing of project activities, analyzing and supervising the usage of finances of the European Union funds and reporting to the Supervisory authorities, including European Commission. Language skills: Latvian, English, Russian and some French. Nationality: Latvian.
