Atishay Mathur is the Research and Evaluation Specialist at the UNICEF India Country Office, recently served as the Officer-in-Charge Chief of the Evidence Section. He has 12 years of experience across international development in India and the UK, across policy, programme management, monitoring, research, and evaluation as well as in advertising, marketing, and brand building.He holds an MSc in International Development (with Distinction) from the University of Edinburgh and a Bachelors Degree in Design. He was a 2025 Global Data Fellow at the University of Edinburgh\'s Childlight Programme, and is a member of the 2026 UNICEF Office of Innovation COMPASS cohort.

   Atishay leads the research, studies, and evaluations pillar at UNICEF India. Currently acting as Chief of Evidence Section at UNICEF India, as the Officer-in-Charge.Planning: Secretary of the PRIME Steering Committee, overseeing evidence planning for theCountry Office for Social Policy, Social Protection, Education, Child Protection, Social andBehaviour Change, and Disaster Risk Reduction sections, and the climatechange and environmental sustainability evidence agenda. Ethics focal pointfor all evidence activities. Member of the extended Country Management Team. OIC for the Evidence Section, backstopping for Chief when needed. Member of the global UNEG working groups on ethics and the evaluation function.Evaluation: Managing all evaluations for UNICEF India ensuring technical high quality of evaluations as per UNEG and GEROS norms and standards. Atishay is an expert in quasi-experimental methods such as contribution tracing, outcome harvesting etc.Research: Providing support on critical research activities – reviewing ToRs of major researchand studies across the country office, reviewing technical bids from research agencies, andproviding technical reviews on inception reports and final reports.Capacity Building: Responsible for supporting capacity building activities for UNICEF staffthrough webinars, workshops, clinics, guidance notes, PPTs. Organized and led a UNICEF Indiaand UNICEF Innocenti residential training on research methods for 30 evidence focal points atUNICEF India. Participated in a national evaluation capacity development course with agovernment counterpart.Knowledge Management: Ensuring that findings from research and evaluations aredisseminated to the right audience and users. Led the creation of a repository of all evidenceactivities undertaken by UNICEF India between 2017 and 2022. Technically supported the Useof Evidence Study. Led the first ever Learning-from-Failure Festival at UNICEF India and sharedits toolkit with HQ.
