In my role as TURN\'s lead attorney on nearly all of California\'s communications public purpose programs, I advocate for safe, affordable, reliable, and equitable telephone and broadband services. This advocacy includes consumer protections, consumer privacy, and Environmental and Social Justice.The public purpose programs I advocate for include the California LifeLine Program, a low-income program that provides low-to-no cost landline and cellular phone service; the California Advanced Services Fund (CASF), which aims to bridge the digital divide by providing grants for broadband infrastructure deployments (and technical assistance to Tribes and municipalities to develop their own networks), public housing wiring, and digitial literacy; California Teleconnect Fund (CTF) provides discounted communications services to community based organizations and anchor institutions; and the California High-Cost Fund (CHCF), which supports providers\' operating costs to serve communities in areas that are more expensive to serve (i.e, due to terrain).My advocacy is primarily before the California Public Utilities Commission (CPUC). To a much lesser extent, I also advocate before the Federal Communications Commission (FCC), and California and federal legislatures. Rarely am I before the courts. However, in 2022, I filed, argued orally, and won a case before a California Appellate Court. In 2023, I also filed and won a case before the California Supreme Court.
