Arthur Spencer brings in over 15 years in Power Generation Industry experience in Engineering Leadership and over 7 years of Government departments (DOD and Homeland Security) experience as a Project Manager to the construction team of Intravision Greens Elevate Farm. As the On-site Engineering Project manager from Jan 2022 until Nov 2023, then named Plant Manager of the Orange, NJ Facility. Spencer was very vital in building the complete facilities of a new space-age technology for indoor vertical farming of lettuces using little water and LED lighting. Responsibilities included coordinate all vendor and contractor installations, assembly and commissioning activities for project, leading logistic and supplier deliveries of all components that were 80% from international origins, coordinating the purchasing and delivery of project materials, staging, and installs as well as onsite PM consultant for all area of installation, scope of work and coordinate meetings of SME’s weekly. Spencer also, led Start-up and commissioning activities for all components and equipment inside the facilities He is now responsible for the management of the personnel management team Operating and maintain the Production plant.In Power Generation, plant maintenance and Air Pollution Controls specialist as Sr. Electrical Engineer, Engineering Supervisor and Sr. Project Engineer, he quickly learned the chemical, mechanical and civil engineering disciplines through numerous capital and retrofit projects he has led. I have worked for Alcoa Power Generation Station, Progress Energy (now Duke Energy), and Southern Co. supervising new construction, retrofits, outages, electrical designs for New Generation plants and air quality systems.Introduced to the DOD through URS in Anniston Alabama, I was a Systems Engineering Supervisor, until plant closure of the Chemical Demineralization plant at the Army Depot. I later contracted with HGS Engineering in Pueblo Colorado, as a Deputy Project Manager, working closely with government agencies, Department of Defense, build and commission chemical plants that destroyed chemical munitions.I contract to Homeland Security, as a Project Specialist, Program Delivery Manager and Cost Estimator for FEMA, leading disaster relief projects. Worked in Baton Rouge Louisiana after hurricane Katrina and flooding in 2016 and then Puerto Rico on the Hurricane Maria restoration projects. Also, contracting small scale projects i.e, a Runway Refurbishment project with BHM airport. Past recent, the Program Manager of the DOD-AERIC at Tuskegee University.
