ABOUT ANTONY BARKER
Experienced executive and non-executive board level professional and former actuary with an international background in banking, capital markets, business and company development, strategy, corporate finance and private equity, I was cited in the 2016 Global Finance 50 alongside Carney and the highest ranked UK corporate in-house CIO in the International Power 100. Has operated at the highest levels of business and government internationally providing strategic and tactical advice, dealing with innovative concepts and legal structures – both of my own creation and third-party proposals. These required the ability to demonstrate independence of thought and integrity, scrutiny of complex proposals and procedures and the robust negotiation on behalf of clients or my employer. Has acted as a mediator and expert witness, able to establish the facts, balance interests and deal successfully with conflicts. This has demanded the meeting of frequent, multiple, short and often changing deadlines to satisfy client requirements, irrespective of the complexity, size, location or time zone of the assignment; doing my job properly requires a level of commitment outside a traditional “9-5” culture. Have acted as interim COO and so appreciate the need to develop robust risk mitigation policies that satisfy various financial and non-financial criteria and the competing demands of stakeholders. A long-term adviser to the UK Government on nuclear power, I assisted the then Department for Trade & Industry in the reorganisation of British Energy, advising on the pension arrangements of privatising BNFL and advising on the investment arrangements for the Nuclear Decommissioning Authority fund. I served for the then Department for Energy and Climate Change (now part of Energy Security & Net Zero and Business & Trade) as a board member of the Nuclear Liabilities Finance Assurance Board in connection with Hinckley Point C and other “new nuclear”. I have been seconded to the Department of Work & Pensions to establish the Pension Protection Fund and what has now become the National Employees Savings Trust (NEST), the UK’s government established workplace savings scheme. A Freeman of the City of London and have seven children aged 35 to 7. Outside of work, in the last three years I have competed in the Red Bull Soapbox Race, cycled the London to Brighton ride for the Alzheimer’s Society, led teams in the annual Kingston Dragon Boat race and qualified as an FA coach so I can train and manage U12-U14 girls football teams.
