Manages the purchasing process for assigned work and performs procurement activities for moderately-complex purchases and/or contracts.• Independently manages the procurement process for less complex solicitations and contracts (e.g, renewals, amendments, agreements, Invitation-to-Bids (ITBs), and less complex Request for Proposals (RFPs)). • Processes sole source requests and drafts corresponding contracts when needed.• Executes assigned work based on prioritization of the agency\'s needs and contract expiration dates.• Assists agencies in the interpretation and application of standard purchasing policy and procedures.• Develops solicitation documents in compliance with the VPPA, County Purchasing Resolution, corresponding County policies, and procedures to ensure they are handled professionally and ethically. • Reviews and edits specifications developed by the County agencies and consultants to ensure compliance with procurement standards.• Reviews and approves purchase orders to ensure compliance and accuracy with applicable procurement processes. Manages relationships with internal and external customers by providing professional assistance on purchasing policy and procedures.• Meets with bidders, contractors, and County staff to resolve questions or challenges related to solicitations, awards, or contracts to ensure all needs are met.• Explains rules and regulations to ensure compliance with applicable laws, policies, and procedures and answers questions regarding procurement processes and contract enforcement.Assists with program administration and special project work.• Analyzes data from reports to determine whether policies or procedures are being met and protects the County’s interest in all assigned procurement transactions and projects.• Monitors and analyzes P-Card transactions to ensure user compliance.• Assists with the surplus and GovDeals public auction program.
