Ms. Warren has more than 23 years of experience in proposal writing, managing, editing, producing, and submitting RFPs as well as providing capture planning and development for both Federal and Commercial procurements. The past 20 years have been focused on Federal procurements with a primary emphasis on DoD customers. She has full knowledge and application of industry principles, concepts, practices, and standards of the complete capture and proposal development process, including knowledge/experience with FAR/DFAR, DCAA, ITAR, DCMA regulations, GSA schedules, OTAs, and various Small Business set-aside programs/contract vehicles along with JV and mentor/protégé programs. Ms. Warren has served as a Director and Manager of Capture and Proposal Operations, Proposal Manager, Volume Manager, Proposal Writer, SME, Desk Top Publisher, and Proposal Editor. She has managed multiple large, strategic, multi-billion and multi-million-dollar government IDIQ opportunities and the task orders associated with them. She has created enterprise-wide capture and proposal development processes, and developed, implemented, and managed capture and proposal processes for both large and small proposal efforts, ensuring overall document consistency, accuracy, quality, and RFP compliance for every proposal submission. She is highly skilled at leading identified opportunities from initial capture phase through proposal preparation to submission and delivery (“cradle to grave”), including FPRs, BAFOs, RFXs, BAAs, and White Papers. She is formally trained in the Shipley Method of capture and proposal management and is a long-standing member of the APMP. Ms. Warren has excellent oral and written communication skills and the ability to work well under stress and short deadlines. She is a self-starter, highly motivated individual with a sharp attention to detail, and can multi-task in a fast-paced environment. She brings positivity, energy, and a solid team-building focus for all projects and works well with all personalities. She levies her strong interpersonal and organizational skills to ensure positive collaboration and productive teamwork that leads to quality, winning proposal submissions.
