   As a consultant, Anna has led teams in a variety of engagements for state Medicaid clients, including rate setting, financial analyses and advising clients on the financial and programmatic implications of various state and federal policies- Assisting several states in developing fee-for-service (FFS) provider rates for services targeted to individuals with behavioral health needs and intellectual disabilities- Working with several states on revising their Medicaid State Plans to reflect updated reimbursement methodologies - Evaluating the cost implications of adding new services to the Medicaid State Plan- Assisting states in developing initial and renewal applications and amendments for 1915(b), 1915(c), and 1915(b)/(c) waivers- Calculating Medicaid capitation rates with an emphasis on managed behavioral health programs and participating in negotiations between managed care organizations and state Medicaid clients- Conducting managed care cost-effectiveness studies for several Medicaid behavioral health care programs- Managing a large scale transformation of the reimbursement methodology for a state’s major waiver programs for individuals with intellectual disabilities- Consulting with clients on legal and regulatory issues that impact Medicaid program management- Developing a report for a state’s Child Welfare agency outlining options for leveraging additional federal funds to support services to children and youth- Supervising junior staff- Working with members of management to organize client teams and distribute work, ensuring efficient and on-time project completion for all clients- Managing multiple client engagement successfully to realize client goals and project budgets- Leading RFP responses to successfully secure new work
