ABOUT ANGEL BISAMAZA

I strive to create financial systems that put people at the center—expanding access, trust, and economic empowerment across communities. With over a decade of experience in digital financial services and remittance policy, I help regional bodies, central banks, and private-sector partners make cross-border payments safer, cheaper, and more inclusive across Africa and the Caribbean.In my current role, I have led major policy and regulatory initiatives, reviewing more than 100 policies, producing 11 national diagnostics, and co-designing the first ECCAS Remittance Policy Harmonization Roadmap. My work with ECCAS, IGAD, and WAEMU focuses on removing systemic barriers, strengthening interoperability, and enabling efficient, affordable, and transparent remittance flows.Before transitioning into policy, I spent years building digital products—including mobile wallets, merchant payment solutions, and customer-centric platforms—for DFS providers in Rwanda, Vodacom Mozambique, and partners in Dominica and Zambia. This blend of hands-on product innovation and regulatory expertise enables me to design solutions that are both practical and transformative.Having worked in more than 20 countries across Africa, the Caribbean, and beyond, I bring strong cross-cultural communication, diplomacy, and stakeholder engagement skills—essential for aligning complex priorities and advancing regional reforms. I am deeply committed to gender-responsive financial inclusion and consistently apply a gender lens to ensure that every solution I deliver is equitable, people-centered, and inclusive.
