About Andy Dhokai

Andy Dhokai is a government relations professional with 15+ years spent exclusively in fast-paced and diverse environments handling a comprehensive array of legislative, policy, communications and business transformation work in the public, private, and non-profit sectors. His background in government affairs leadership-accompanied by an intense personal interest in policy making-has led to significant wins while lobbying for trade associations, member associations, and non-profit organizations. In 2015, Andy spearheaded the Medical Imaging Technology Association (MITA)\'s legislative efforts to suspend the medical device tax for two years, saving the medical device industry an estimated $5 billion. In 2017, Andy led MITA\'s efforts to pass H.R. 2009, The Fostering Innovation in Medical Imaging Act and language that requires the FDA to report on medical device servicing in the House and Senate as part of H.R. 2430, The FDA Reauthorization Act of 2017. Prior to joining MITA, Andy ran the DC office as Director of Government Relations for the National Association of Spine Specialists. His experience in public policy is broad and far-reaching: from Friends of the United Nations World Food Program (where he successfully spearheaded the campaign to expand the George McGovern-Robert Dole International Food for Education and Child Nutrition Program), to working on the Hill for Rep. Sheila Jackson Lee (D-TX), to consulting for the U.S. Food and Drug Administration (FDA), to engaging in policy work at NASA. Andy holds a Master’s Degree in Public Policy and Administration (MPPA) from Northwestern University and a Bachelor’s Degree in Political Science from James Madison University.

   Global Medical Response

   Jun 2020 — Present · Washington, DC, US

   Lead company’s lobbying and advocacy efforts that has so far resulted in one-year delay in implementation of Department of Veterans’ Affairs’ Final Rule seeking to dramatically reduce reimbursement for air and ground emergency ambulance transports (Federal Register Vol. 88, No. 49) and introduction of bipartisan legislation (VA Emergency Transportation Act; S. 2757 and H.R. 5530) that delays implementation further until there is stakeholder agreement on reimbursement structure. Personally established a strategic working group between air and ground ambulance providers and trade associations to support advocacy efforts.Officially elevated to head of federal government relations in April 2023.Supervision of three political consulting firms and one firm focused on regulatory affairs. Regularly present data and strategy to corporate leadership including CEO, CFO, COO, and Board of Directors, including delivering on and presenting strategic KPIs to private equity firm ownership. Led company’s efforts to navigate rulemaking and achieve better legislation on No Surprises Act (P.L. 116- 260), leading to a more fair and balanced system to resolve out-of-network reimbursement from insurers. Revived GMR’s political action committee, growing it by 700%, thus increasing GMR’s visibility and influence on Capitol Hill. Effort included establishing a PAC board of directors, launching a major donation campaign including streamlined donation processes, and building a formal budgeting structure.
