This includes drawing up legal agreements with third party stakeholders. Leading, motivating and developing the Metric Performance Management team, as well as improving existing processes.

ABOUT ANDY CHAN

I have worked for National Highways for the last twelve years, with strong experience in PMO, portfolio, programme and project management. I currently lead the Designated Funds, Carbon, Environmental KPI reporting and assurance PMO function in Major Projects Directorate at National Highways. This involves monthly briefing of our position with the Divisional Director and providing key recommendations and risks. I was leading on the development and delivery of an environmental biodiversity programme from feasibility, design and into delivery. This involved managing consultants, to progress biodiversity net gain projects with regular contact with landowners, internal and external stakeholders. This included drawing up funding and legal agreements. I was co-leading the company\'s budget planning process with the Finance Directorate in 2019 to 2022. This involves providing the lead on the assurance and analysis of the capital budget planning submissions from all directorates against the capital portfolio baseline and operational plan. This was assessed against the £18bn road investment capital portfolio between 2020 to 2025. I also led the coordination of the Comprehensive Spending Review 2020 and 2021 for National Highways capital expenditure with the Finance, Strategy and Planning directorates and with the Department of Transport. Lead the assurance of capital bids for funding and supporting the annual reprofiling of the existing capital investment plans and baseline. This is a important event in central government to coordinate a financial settlement for each government department.I worked in the Operations Directorate Portfolio Office during 2016 to 2019, overseeing our £3.65bn of renewals and maintenance, £220m congestion relief and £700m of designated fund road investment programmes between 20••••20. Tracking progress against baseline on a monthly basis, briefing senior management about our programmes and liaising with our regional teams on developments of schemes into future years. Led the inception of the £220m congestion relief programme, announcement strategy, created the PMO function and governance arrangement for it. Manage, monitor, allocated funds for new schemes and any change control within the programme. I have an APMP Project Management qualification, MSP Managing Successful Programmes, MoP Management of Portfolios, Change Management and MoR Risk qualification.
