From 1990 to 1992 I served as political officer in Algiers, Algeria, covering the rise of the Islamic Salvation Front in municipal and then national elections. I was also responsible for reporting on the Tindouf-based Polisario in the Western Sahara. Following service in the Seychelles Islands, then in Panama, I was deployed to Bosnia upon the signature of the Dayton Accords. Based in Sarajevo, I was Refugee Coordinator for Bosnia and the Former Yugoslavia, inventorying return capacity in war-torn areas, working with the leadership of the former warring factions, and negotiating refugee and IDP return. We had notable success in Bosnia returning refugees and IDPs to some of the most challenging areas in the country. With a UNHCR consultant I created the Bosnian Women\'s Initiative on broad principles we honed in the field.After Bosnia I worked with the rotating Presidency of the European Union, largely on refugee issues, then was assigned for a number of years to Geneva where I worked US liaison to UNHCR, ICRC, IFRC, IOM, and the IGC on European humanitarian crises and refugee return issues. From Geneva I traveled to Central Asia, Kosovo, Bosnia, and other humanitarian crisis areas; at the IGC I worked refugee policy issues.I then served as politico-military officer at the US Mission to the European Union, before returning to Washington as deputy director for Haiti, where I drafted the Haitian Stabilization Initiative. Following a stint in Bolivia as political economic counselor, I spent three years in Colombia as deputy director for narcotics affairs. After Haiti\'s devastating earthquake, I returned there as temporary (acting) political counselor, then was posted to Afghanistan where I was the State Department\'s head of operations in South West Afghanistan, a position landing me in a maelstrom of political military policy & management challenges.I spent 20••••12 as a writing fellow at the National War College.
