About Andrew Osei
A Ghanaian, born in London, England, and a Buffalo, NY native; I am a civil and environmental engineering graduate of Worcester Polytechnic Institute. I currently work closely with communities through MassDEP to fortify and maintain the state\'s water resources infrastructure and plan and implement projects that promote estuarine habitat restoration. In my personal time, my passion for God, community, basketball, and athletics is reflected in my involvement in community mentoring opportunities, performance training, and personal training. I help athletes enhance their abilities and skills through psychological skills training as an Association of Applied Sports Psychology Certified Mental Performance Consultant. Lastly, I train middle school and high school students as an NSCA-certified strength coach and conduct basketball-specific skills training as a former collegiate athlete and coach.

Through MassDEP, I collaborate with municipalities and stakeholders throughout the Cape and the Islands region on projects surrounding the planning and implementation of infrastructure and technologies that promote the restoration of Estuarine Ecosystems. I conduct compliance inspections and execute enforcement when necessary of existing private and municipal groundwater discharge treatment facilities. I review plans and specifications within permit applications for construction of new treatment facilities and modifications of existing facilities. I assist in the review hydrogeological permits for potential groundwater discharges and conduct nitrogen balance calculations to respect No Net Nitrogen limitations. I review the Cape and Islands State Revolving Fund Loan and Grant Program Clean Water projects and represent the region for project ranking. I serve as a response coordinator for Sanitary Sewer Overflow and breakout events.As leader of the Nutrient Management team, I work closely with scientists and engineers across other environmental disciplines to assist communities in their comprehensive wastewater planning efforts; assuring that the municipalities are progressing towards compliance with TMDLs, nutrient reduction goals, and/or managing future buildout needs. I operate as one of MassDEP\'s liaisons to the Environmental Protection Agency\'s Southern New England Estuaries Program and serve on the grant review committee for the Restore America\'s Estuaries grant program. Lastly, I provide technical assistance to municipalities, board of health, and the public on Title 5 regulatory interpretation and compliance and conduct workshops for the health agents at conferences.In a managerial capacity, I delegate tasks and carry out administrative duties relating to management as the lead engineer of the Cape & Islands water resources group.
