Within the Information Technology Division at the Texas Department of Transportation (TxDOT), I direct the complex planning, budgeting, and systems analysis for the agency\'s highly advanced information resource technologies. Reporting to the IT Hybrid Infrastructure Branch Manager, I serve as a lead with extensive latitude for independent judgment in managing a multi-million-dollar portfolio that supports a workforce across 25 regional districts. I am the primary customer service liaison between TxDOT and the State of Texas Shared Technology Services (STS) program, overseeing mission-critical service pillars including Data Center Services (DCS), Managed Security Services (MSS), and Public Cloud Manager (PCM). My work involves a proactive role in Data Center cost optimization and the architectural implementation of hybrid environments utilizing AWS, Microsoft Azure, Google Cloud, and Oracle Cloud platforms, as well as SaaS, PaaS, IPaaS, and IaaS frameworks.I am responsible for developing agency computer operations plans and managing an IT capital budget that, for Fiscal Year 2026, includes an allocation of $203 million focused on cybersecurity, infrastructure-related technologies, and modernization. This fiscal oversight encompasses $86.5 million for the acquisition of information resource technologies and $69 million specifically dedicated to data center consolidation and high-performance, hyperconverged infrastructure such as Dell PowerFlex. Beyond core infrastructure, I collaborate on strategic initiatives that have integrated over 200 AI use cases into agency workflows, leveraging an Enterprise Data Platform (EDP) to save thousands of employee hours annually through automation and intelligent incident detection. My role also ensures the stability and security of internal tools such as ServiceNow for service management, ProjectWise Explorer and Bluebeam Revu for digital delivery, and Microsoft 365 for enterprise productivity.
