ABOUT ANDRÉ COCUCCIO

André is a senior maritime leader and Chartered Marine Technologist with over 25 years’ experience across the marine and maritime sectors. He currently serves as Commercial Director of MSE International, a non-profit marine research and technology organisation, and from 2026 also operates ClearSeas Maritime, a selective, principal-led advisory practice. His career includes senior leadership roles in government and consultancy, notably as Director for Navigation Safety at the UK’s Maritime & Coastguard Agency and a six-year tenure as UK Director at Marico Marine Group, a leading international maritime consultancy.Throughout his career, André has led high-impact programmes of national and international significance, shaping strategy, influencing regulatory and assurance frameworks, and delivering technology-enabled solutions that strengthen safety, resilience, and operational confidence across the maritime domain. His experience includes leading large-scale national marine data acquisition programmes, advising on offshore renewable energy consenting and risk strategies, and delivering new digital maritime intelligence and data services. He is a former winner of the Admiralty Offshore Renewable Energy Innovation Challenge and has successfully taken new technologies and services to market in areas including marine simulation, maritime surveillance, and marine spatial planning.From hands-on hydrographic surveying and nautical charting through to executive leadership of complex, multi-disciplinary programmes, André has built a career at the intersection of maritime safety, emerging technology, data, and policy. His work is grounded in translating technical complexity into clear, evidence-led decisions, with a particular focus on scalable solutions that support smart ports, green shipping, and a resilient blue economy.In his role at MSE International, André leads the organisation’s commercial and innovation mission across the marine science and technology landscape, working closely with government, industry, and academia to develop and deliver applied innovation programmes with real-world impact. Through ClearSeas Maritime, he also provides senior advisory support to organisations navigating complex technical, regulatory, and strategic challenges where judgement, clarity, and operational credibility are critical.
