About André Béliveau

André’s work focuses on the nexus of energy policy, national security, and economic competitiveness. His background spans federal and state government and the think tank world, giving him experience in crafting policy and developing the strategies behind it.In 2021, he served as the chief advisor in the North Carolina Senate on transformative energy legislation that reshaped the state’s regulatory framework and embedded reliability and affordability into long-term electrical generation planning. His policy work in North Carolina achieved legislative victories in energy policy, regulatory reform, Second Amendment rights, election reform, and redistricting.André’s efforts continued in think tanks and advocacy groups. He authored the energy policy platform for the Commonwealth Foundation and advanced the intellectual and coalition groundwork that led Pennsylvania to withdraw from the economically damaging Regional Greenhouse Gas Initiative. He led coalition efforts at the state and national levels to advance an energy policy framework centered on reliability, affordability, energy security, and American economic strength, resulting in legislative and electoral victories in 2024 and 2025. His bylines and commentary have appeared in National Review, Fox News Digital, RealClearEnergy, and other publications. He has appeared on Fox News, The Daily Wire, and other national television and podcasts to discuss energy policy and the future of American conservatism.André holds an M.A. in Government from Johns Hopkins University, where he focused on political theory and the intellectual history of American conservatism. His research received the Outstanding Thesis in American Political Development award. He earned his B.A. in History from Marist University (formerly Marist College) and was inducted into the Phi Alpha Theta National History Honor Society.Before entering public policy and politics, André served for a decade in emergency services as a firefighter, EMT, and dispatcher.Outside his professional life, André enjoys traveling, antiquing, reading, writing, shooting sports, playing the bagpipes, being active in his church community, and cheering on the Carolina Hurricanes. A native of upstate New York but a North Carolinian at heart, he resides in Washington, DC.
