The Fellows Program was created in the spring of 2006 in collaboration with the Santa Clara University School of Law. Since then, SCU Law students have participated in this program. The course of study was formulated by Secretary Leon Panetta and focuses on how public policy issues can be addressed by parties of competing interests and ultimately develop into consensus solutions acceptable to both parties.
